Active cooperation with stakeholders
Our goal is to be an active member of society by engaging stakeholders through collaboration and a solution-oriented approach.
In addition to flexible taxation and securing of tax revenue, other themes important to us include simplifying the use of public services, digitalisation, artificial intelligence and sustainability.
We act for the good of Finnish society in accordance with the central government’s shared principles, and we participate in the development of public services both in Finland and internationally.

Better service through cooperation
Cooperation helps us anticipate customer needs and gain a deeper understanding of their circumstances. Our goal is to be customer-oriented and act sustainably. By working together with other organizations, we are able to develop more flexible and responsive services. We engage in both bilateral partnerships and broader, multi-stakeholder networks and initiatives.
Our cooperation partners include:
- third-sector actors
- universities
- guidance and service organisations
- banks and pension providers
- municipalities
- tax specialists (such as researchers and consultants).
We maintain ongoing cooperation with other public authorities in areas such as taxation, legislative amendments, combating the grey economy, knowledge sharing, and service development.

Customer-oriented solutions in ecosystems
We work collaboratively within ecosystems to address the challenges faced by individuals and businesses. Together with public authorities, companies, organizations, and citizens, we develop customer-oriented solutions.
At present, the Finnish Tax Administration participates in several ecosystems:
Easing the management of the affairs of a deceased relative (Ministry of Finance)
Retirement as a life event (Ministry of Finance)
European digital identity wallet for companies
Targeted cooperation
Financial administrators working in accounting firms and companies’ financial management and attending to various tax matters on behalf of their customer companies are our important partners. We develop our services in collaboration with accountants and financial administrators to ensure they are flexible and easy to use.

Information and services for IT developers
Cooperative Compliance is an OECD recommended model for proactive guidance and control of Finland’s largest corporate groups. In this cooperation model, the parties have a shared interest to deal with taxes in real time and with maximum efficiency.
Cooperative Compliance with customers (available in Finnish and Swedish, link to Finnish)
We cooperate with authorities and companies on large worksites such as construction sites and shipyards. Our work includes helping workers coming from abroad, assisting with employers’ statutory obligations, providing guidance on tax matters and reporting, and supporting efforts to combat the shadow economy.
