Country-by-country report - how to file the report in MyTax
The country-by-country (CbC) report must be filed for an accounting period if the group's consolidated net sales were €750 million or more in the previous accounting period and if the group includes at least one constituent entity in a foreign tax jurisdiction in addition to the reporting entity. In most cases, the group’s ultimate parent entity is the party responsible for filing the CbC report.
Non-group companies whose consolidated net sales were €750 million or more in the accounting period prior to the reported period must also file the CbC report if they are resident taxpayers in Finland and have a permanent establishment in another tax jurisdiction.
The CbC report must include the details of the reporting entity, country-by-country details of the group’s constituent entities and their tax jurisdictions, and any necessary additional information. File the report within 12 months from the end of the accounting period. More information on country-by-country reporting.

- Log in to MyTax (opens in a new window).
- Go to the Tax matters tab.
- Select Country-by-country reporting.
- Select the period for which you want to submit the CbC report.
- Click Select return to go to the report page and fill in the details.
If you have filed CbC reports in MyTax previously, you can go to the Your tax types tab and select Country-by-country reporting to file the report. Select the period for which you want to file the report and click Select return.
Using an earlier report as a template
- Go to either Your tax types or Tax matters to access period-specific details on country-by-country reporting.
- Select Copy as template.
- Choose the report whose contents you want to copy.
In this section, enter the details of the party filing the report.
Party filing the report
The name and Business ID of the company you represent will already be pre-completed on the report. Finland is automatically selected as the country that issued the company’s ID. If the ID was issued by another country, you can change the selection. If the company or the group uses another name, you can enter that in the field “Other name of group company”.
General details of the report
Accounting period to be reported
Enter the start and end dates of the accounting period for which you are filing the CbC report. Enter the dates in the format dd.mm.yyyy or select them from the calendar. You can also enter additional information on the accounting period. For example, if the accounting period has changed or it is not the calendar year, you can state that here.
Tax jurisdiction of the reporting entity
The tax jurisdiction is assumed to be Finland. If the reporting entity is based outside Finland, choose another country.
Currency used in report
Specify which currency you are using in the report.
You can use the currency that the group’s ultimate parent entity has used in the consolidated financial statements. You can also include additional information on the currency, such as the average exchange rate used to convert data from different countries to the same currency.
Language of report
State which language the report’s details are in. We recommend English, because the report will be used internationally.
Role of the party filing the report
Select the role of the reporting entity filing the report. Most commonly, the CbC report is filed by the group’s ultimate parent entity. If the company you represent is the ultimate parent entity, select “Reporting entity” as the role of the party filing the report.
- If you select “Reporting entity” as the role, this indicates that the report is being filed by the constituent entity that is primarily obligated to file the CbC report to the Tax Administration. This entity is either the ultimate parent entity of a multi-national group or a non-group company that is a resident taxpayer in Finland but has a permanent establishment abroad.
- If you select “Surrogate parent entity” as the role, this indicates that the report is being filed by a company that belongs to a multi-national group and that is obligated to file the report on the group’s behalf because the ultimate parent entity’s country of tax residence is outside the EU and the parent has appointed the company as responsible for filing the CbC report.
- If you select “Secondary reporting entity” as the role, this indicates that the group’s ultimate parent entity is not obligated to file the CbC report in their tax jurisdiction and the other requirements defined by law are fulfilled so as to make your company responsible for filing. Select “Secondary reporting entity, all details” if you can report all the details of the group. Select “Secondary reporting entity, partial details” if you can only report some of the group’s details.
Foreign group’s ultimate parent entity (only fill in this section if you are filing the report as a surrogate parent entity or secondary reporting entity)
If you selected “Surrogate parent entity” or “Secondary reporting entity” for the role of the party filing the report, report here the name and corporate ID of the group’s ultimate parent entity. If the parent has refused to give information for the CbC report, state so here.
- If you are filing the CbC report in Finland as a secondary reporting entity, you must inform the Tax Administration if you have asked your group’s ultimate parent entity for information required to fulfill your reporting obligation under § 14 d, subsection 5 of the act on assessment procedure (Verotusmenettelylaki 1558/1995) but the parent has refused to give you that information. In this case, you are only obligated to report the information that you have access to.
Address of party filing the report
Enter the address of the party filing the report. Specify at least the country and the city.
If you filed the report first in Ilmoitin.fi in the address free format, remove the address submitted through Ilmoitin.fi from the report and enter the required address details again.
Details of contact person for the party filing the report
Enter the details of the contact person who can be contacted for further information on the CbC report.
Method of reporting details
One by one
Enter the details one by one in the “Financial details” and “Details on the group’s constituent entities” stages.
As a CSV file
Upload the report’s financial details and details on the group’s constituent entities as a CSV file.

In this section, specify the tax jurisdictions where the constituent entities of the group or company are located. In the exceptional case that a constituent entity does not have a country of tax residence, select the option “X5 - No country of tax residence”.
Country-by-country details on income, taxes and business activities
Report here the country-by-country financial details for each tax jurisdiction where a constituent entity of the group or company is located. Remember to also include details on the tax jurisdiction of the entity filing the report.
Click “Add specification” to add a new set of financial details for a tax jurisdiction. Repeat the above until you have included the required details on all the tax jurisdictions covered by the report.
Select the tax jurisdiction whose financial details you are reporting. If a constituent entity does not have a country of tax residence and therefore no tax jurisdiction, its country code is “X5 - No country of tax residence”.
Report any income from business transactions conducted with unrelated parties as well as income from business transactions conducted with associated parties. Income refers to revenue from sales of current assets and property, as well as to service revenue, royalties, interest, premium income and other income. Payments received from other entities listed in the CbC report and treated as dividends in the jurisdiction where the payer resides are not included in this income. Report the income country by country.
Enter the following details for all constituent entities of the multi-national group:
- Gain or loss before taxes in the tax jurisdiction in question. Enter loss as a negative figure.
- Income tax paid during the accounting period, reported country by country.
- Income tax accrued, reported country by country.
- Retained earnings, reported country by country.
- Value of equity in the accounts, reported country by country.
- Number of full-time employees, reported country by country. This figure must be equal to or greater than 0.
- Group’s tangible assets (not cash or other funds), reported country by country.

If you want to check what details you have reported for a specific tax jurisdiction, click on the name of the tax jurisdiction in the table. You can also edit the details reported for a tax jurisdiction in this view. Click OK to finish.
If you want to delete the information concerning a specific tax jurisdiction, click Delete information.
In this section, report details on the group’s constituent entities. Give details on each entity one by one. There must be at least one constituent entity for each tax jurisdiction covered by the report. An entity can be any of a wide range of international company types, such as an operator comparable to a limited company or a partnership, or a permanent establishment. Any company in which the group has a majority stake is considered a constituent entity of the group. Remember to include the details of the ultimate parent entity as well.
Click “Add specification” to add details on a new constituent entity.
Enter the name of the constituent entity. If you are reporting details on a permanent establishment or branch office, enter their name in the format “Company-Tax jurisdiction PE”. If the company is also known by another name, enter that name in the field “Other name”.
Next, give the constituent entity’s corporate ID. If the entity is based in Finland, enter its Finnish Business ID. If the entity is foreign, enter the TIN issued by the tax authority of the tax jurisdiction in question. The TIN is comparable to the Finnish Business ID. If the entity does not have a TIN, enter another corporate ID and specify its type. Also specify the country that issued the ID.
For the group’s ultimate parent entity and surrogate parent entity, you can also specify the entity’s role in the group. You can select one of three options: “Group’s ultimate parent entity”, “Reporting entity”, and “Group’s ultimate parent entity and reporting entity”. Typically, the CbC report is filed by the group’s Finnish ultimate parent entity. In this case, select “Group’s ultimate parent entity and reporting entity” as the role. In less typical circumstances, the group’s ultimate parent entity may be based outside Finland but the CbC report is filed by the group’s Finnish subsidiary. In this case, select “Group’s ultimate parent entity” as the foreign ultimate parent entity’s role and “Reporting entity” as the role of the Finnish company filing the report.
Report the constituent entity’s country of tax residence. In addition, specify the tax jurisdiction according to which the entity has been organised or established, if this tax jurisdiction is not the same as the country of tax residence.
Constituent entity’s address details
Enter the address details for the entity. Specify at least the country and the city.
If you filed the report first in Ilmoitin.fi in the address free format, remove the address submitted through Ilmoitin.fi from the report and enter the required address details again.
Constituent entity’s main line of business
Specify the entity’s main business activities. Select all options that correspond to the entity’s main business activities in the selected tax jurisdiction. If you selected “Other business activities” as the entity’s line of business, describe them here.
Repeat the above sequence as many times as is necessary to provide information on all the constituent entities.
If you want to check what details you have entered, click the tax jurisdiction. You can also edit the details reported for a tax jurisdiction in this view. Click OK to finish.
If you want to delete the information concerning a specific tax jurisdiction, click Delete information.
Click “Add specification” to enter any necessary additional information concerning the report. If you want, you can select the tax jurisdiction which the additional information concerns. The default language for additional information is English. You can also choose another language.
For example, you may wish to state here the average exchange rate used to convert data from different countries to the same currency. You can also describe the data sources you have used when preparing the report. In this section, you can provide any additional details or accounts that are necessary or helpful in interpreting the information included in the report. If you have used another data source in previous reports than in the current report, you can use this section to justify why the source has been changed. Please also explain how this change has affected the report.
If the additional information you add is relevant to a specific set of financial details, you can specify that here. If you want to check what details you have entered, click the specification. If you want to delete the contents of a specification, click Delete information.
After all the required fields are filled in, you can preview the report before submitting it. Finally, click “Submit”. If the submittal was successful, you receive a confirmation message.
You can also save the report as unfinished by clicking “Save as unfinished”. This means the details in the report will not be submitted to the Tax Administration yet. You can come back and continue filling in the report later. Reports saved as unfinished are stored in MyTax for 3 months.
If you want to make changes to a report you have already filed, you can open it in MyTax to edit the details.
- Go to the Tax matters tab in MyTax.
- Select Country-by-country reporting and click Activities for country-by-country reporting.
- Go to the correct period by clicking Select notification or report.
- Click Correct to open the report.
- Make the required changes and submit the report by clicking Submit.
- Go to the Tax matters tab in MyTax.
- Select Country-by-country reporting and click Activities for country-by-country reporting.
- Go to the correct period by clicking Select notification or report.
- Click Submit deletion report to delete the report.
