We are piloting the European Business Wallet

In November 2025, the European Commission published a legislative proposal on European Business Wallets. The Business Wallet will enable companies and other economic operators to use digital wallets. 

The aim of Business Wallets is to simplify and streamline the exchange of information both between businesses and between businesses and public authorities, particularly in cross-border situations within the EU. The use of Business Wallets will be voluntary for companies. 

In future, a Business Wallet may contain various forms of digital documentation, such as company-specific information and other documents relating to economic operators. Digital documentation enhances security as the accuracy of the data can be verified at the original source. Digital wallets and documentation will streamline situations where paper certificates are currently required. 

Development of Business Wallet progressing not only through legislation but also practical trials

Development work on digital wallets and digital documentation is being carried out within large-scale European pilot consortia involving around 200 organisations from the public and private sectors. We are actively involved in this work.

We are part of the WE BUILD Consortium, which focuses on cases of use in business, payments and supply chains. The WE BUILD consortium will run from 2025 to 2027 and is co-funded by the European Commission. 

The consortium is piloting the identification and representation of businesses, as well as the transmission of business-related data, such as tax information, via digital wallets. 

Tax Administration piloting cross-border tax returns in the EU

We are involved in business use cases where the aim is to digitise and streamline processes in both the private and public sectors. We are piloting the submission of VAT returns to other EU countries, as well as the issuing and receiving of tax-related documents. We are also assisting with cases of use relating to branch office establishment and customer due diligence, as these processes require tax certificates. Through this pilot, we are building the capabilities to issue and receive digital documentation. 

The work builds on our previous efforts in the Real-Time Economy project and the EWC-Consortium (EU Digital Wallet Consortium) to promote the development of Business Wallets. 


The European Business Wallet is part of the European digital wallet development initiative, which has expanded from wallets aimed at citizens to include solutions designed for businesses as well.

Development of a wallet app for individuals progressing 

The Digital and Population Data Services Agency is developing a digital identity wallet for use by Finns. The wallet will promote secure digital transactions in Finland and across Europe. Find out more about the European digital identity wallet on the DVV website.
