Employer: submit a reimbursement application to Kela in the Incomes Register
You can apply for the following Kela benefits payable to employers through the Incomes Register, provided that the wage payer has a Business ID:
- sickness allowance;
- partial sickness allowance (1 January 2025 onwards);
- rehabilitation allowance;
- parental allowances;
- family leave compensation; and
- compensation for annual leave costs (1 January 2025 onwards).
Identify the data you require before reporting
Make sure that you have given consent to receiving electronic messages and entered the employer’s account number in Kela’s e-service for employers (called the Daily allowance and reimbursement service for employers from 1 December 2024 onwards).

Through the Incomes Register, you can apply for daily allowances, family leave compensation and compensation for annual leave costs.
Daily allowances
Kela can pay sickness allowance to an employer if the employer pays wages to its employee during an absence caused by disability.
In the case of an occupational accident, occupational illness or traffic accident, compensation must primarily be applied for from the insurance company. If disability was caused by a military accident, compensation can be applied for from the State Treasury.
Kela can pay a partial sickness allowance to an employer if the employer pays wages for part-time work according to the full amount paid for full time work.
You can apply for partial sickness allowance in the Incomes Register from 1 January 2025 onwards.
Rehabilitation allowance can be paid to an employer when the employer pays wages to its employee during rehabilitation. Rehabilitation allowances can be received for the duration of rehabilitation granted by Kela, occupational healthcare or a wellbeing services county.
Partial rehabilitation allowance cannot be applied for through the Incomes Register.
Parental allowance can be paid to an employer when the employer pays wages to its employee during parental leave. Parental allowances include allowances paid for pregnancy, special pregnancy and parental leave.
Family leave compensation
Family leave compensation can be paid to an employer when the employer incurs costs from the parenthood of a female employee.
Compensation for annual leave costs
Employers can apply for compensation for annual leave costs incurred from holiday pay or holiday bonus accrued during an employee’s parental leave.
You can apply for compensation for annual leave costs in the Incomes Register from 1 January 2025 onwards.
What data do I need for Kela’s reimbursement application?
Do not submit an application to Kela in the Incomes Register until you know the total amount of the wages paid during the absence period. Submit the application using the earnings payment report.
If you are applying for daily allowances, always enter at least the following data in the report:
When you are applying for daily allowances, make sure that you have entered the following data required by Kela:
- Payer’s Business ID
- Name and email address of the payer’s contact person
- Always enter a contact person for content-related matters. If something is unclear about the data reported, Kela will contact the email address provided.
- Finnish personal identity code of the recipient
- Occupational class
- Enter as the type of occupational class Statistics Finland’s classification of occupations (TK10), officially Incomes Register´s Classification of Occupations (TK10) and the occupational class ID.
- If you use Keva’s titles, also enter the title.
- Employment relationship data
- Start date of employment
- If the end date is known, enter it as well.
- Form of payment (monthly salary, hourly wages or contract pay)
- Start date of employment
- Absence data
- Start and end dates of the time period for reporting absences
- Reason for paid absence
- Illness = sickness allowance application
- Part-time sick leave = partial sickness allowance application (from the start of 2025)
- Parental leave = parental allowance application (allowance for pregnancy or parental leave)
- Special pregnancy leave = special pregnancy allowance application
- Rehabilitation = rehabilitation allowance application
- Wages paid during the absence
- Start and end dates of a paid absence
- The period must be included in the employment period.
- The period cannot overlap with any other period of absence.
- Absence continues, until when, i.e. the estimated end date of the absence
- Enter the last date on which wages are paid for the absence in question.
- Do not specify this data if you can report the total wages paid for the entire period of absence using this report.
- Compensation application data for Kela
- Type of payment data: 1 Kela, daily allowance application
- Payment reference (at most 20 characters, only numbers permitted) or payment specifier (at most 29 characters)
- Any additional compensation application data (at most 850 characters)
- As the data entered in the earnings payment report will be forwarded to Kela with this compensation application as required, do not enter it again here.
Absence continues, until when, i.e. the estimated end date of a paid absence
Specifying this data means that you know that the absence will continue as a paid absence but you cannot yet report the full wages to be paid.
Only specify this data if both of the following conditions are met:
- the paid absence will continue uninterrupted until the date in question; and
- more wages for the period of absence will be reported at a later date.
Kela uses this data to identify the payment recipient:
- Kela will pay daily allowances to the employer until the date reported under “Absence continues, until when”.
- Kela will pay daily allowances to the income earner following the period after the “Absence continues, until when” date if the right to receive daily allowances continues.
If you are applying for family leave compensation, always enter at least the following data in the report:
When you are applying for family leave compensation, make sure that you have entered the following data required by Kela in the report:
- Payer’s Business ID
- Name and email address of the payer’s contact person
- Always enter a contact person for content-related matters. If something is unclear about the data reported, Kela will contact the email address provided.
- Finnish personal identity code of the employee
- Employment relationship data
- Specify whether the employment relationship is full-time or part-time; alternatively, you can specify any part-time employment in percentage.
- Start date of employment.
- If the end date is known, enter it as well.
- Absence data
- Start and end dates of the time period for reporting absences
- Reason for paid absence : parental leave
- Start and end dates of a paid absence
- Compensation application data for Kela
- Type of payment data: 2 Kela, family leave compensation
- Payment reference (at most 20 characters, only numbers permitted) or payment specifier (at most 29 characters)
- Any additional compensation application data (at most 850 characters)
- As the data entered in the earnings payment report will be forwarded to Kela with this reimbursement application as required, do not enter it again here.
If you are applying for compensation for annual leave costs, always enter at least the following data in the report:

- The period must be included in the employment period.
- Report the period in calendar months.
- Enter the first day of the month as the start date and the last day of the month as the end date.
- Compensation application data for Kela
- Type of payment data: 3 Kela, compensation for annual leave costs
- Payment reference (at most 20 characters, only numbers permitted) or payment specifier (at most 29 characters)
- Any additional compensation application data (at most 850 characters)
- As the data entered in the earnings payment report will be forwarded to Kela with this reimbursement application as required, do not enter it again here.
Correcting data in Kela’s reimbursement application
If any data is incorrect in a reimbursement application, the payer must correct the data by submitting a replacement report.
If the amount of wages paid for a paid period of absence changes due to a retroactive payment made later, for example, correct the data in a replacement report. Do not submit a new report for the absence.
An incorrect report should only be cancelled in exceptional situations if, for example, the application was prepared using an incorrect personal identity code or Business ID. If the report is cancelled, Kela’s reimbursement application will also be cancelled.
