Software developers: Update your contact persons to stay up to date on changes to the Incomes Register

We have added a permanent survey form on our software developer website that can be used to submit the contact person information for your software.

The contact details are used for guidance and other communications targeting software developers. Among other situations, we contact these persons if deficiencies in the functioning of software or activities violating our guidelines are found in connection with the Incomes Register’s activities or based on a report from a third party.

The link to the Webropol survey has also been added to the News for developers page, from where you can always update your contact persons when necessary.

Every year, we organise an Incomes Register information session for commercial software vendors in which we give information on upcoming changes to the Incomes Register. We usually organise these events every spring and autumn. We also regularly participate in the Finnish Tax Administration’s clinics for software developers.

In addition, we announce information on the changes as news pieces on our website.

Documentation for 2025 published

The 2025 documentation on changes to the Incomes Register has been published on our website. Information on the changes is also in the materials of the information session for commercial software vendors.

Some of the changes have already been deployed in our stakeholder testing environment. Read more on our page for stakeholder testing.

Technical instructions to be updated

We will make changes to our current technical instructions by the end of 2024. The aim is to reduce the volume of documentation, make the instructions clearer, remove overlapping content and combine related instructions into one document.

We will make changes to the following instructions:

  • Income type descriptions will be added to the codesets Excel for income types. At this time, we will discontinue publishing PDF versions of codesets and the separate PDF versions of income type descriptions. This change applies to both wages and benefits.
  • All interface instructions will be combined into one document. This change applies to the documents ‘Technical interface – Submitting data to the Incomes Register’, ‘Technical interface – Distribution of data from the Incomes Register’ and ‘Technical interface – Application guidelines’.
  • The descriptions of the parameters used for the records shared through the interface will be moved from the document ‘Technical interface – Distribution of data from the Incomes Register’ into the document ‘Transcripts from the Incomes Register’. After the change, the descriptions of all transcripts and records distributed to payers and users can be found in one document.
  • Information on external codesets will be added to the Codes Excel.
  • Example messages will also be updated. After the change, the examples will also illustrate the effects of different channels on the structure of the messages.

The updated documents will be published on our Documentation page as they are completed. The latest changes made to each document are listed in the table on the page.
