Digital prioritisation: All letters electronically in 2026

Starting 2026, letters from the Tax Administration and other authorities will be delivered only in electronic format to all those who use e-services, such as MyTax.

At present, receiving electronic mail is based on consent, i.e. the user must activate Suomi.fi Messages or enable electronic tax mail for companies. With pending legal amendments, the post-delivery method would be changed to electronic for all those who use e-services. Letters would be delivered on paper only to those who do not use e-services.

How and when will the letter delivery method change?

If you do not have Suomi.fi Messages or electronic tax mail for companies in use when the amended legislation enters into force, see below how the change affects you.

  • An individual taxpayer or a self-employed individual with a business name: As of early 2026, after logging in to MyTax or another authority’s e-service, you will receive official letters, decisions and invoices only in electronic format. The Tax Administration will send its letters and decisions only to MyTax. You will be notified of new letters by email, for example, if you have submitted your email address.
  • A corporate entity, joint-benefit administration, partnership or decedent’s estate with a Business ID: When a person dealing with tax matters logs in to MyTax in early 2026, the corporate entity, joint-benefit administration, partnership or decedent’s estate they represent starts receiving the Tax Administration’s letters and decisions only in electronic format in MyTax. A notification of new letters will be sent by email if an email address has been submitted for this purpose.

An individual taxpayer or a self-employed individual with a business name: Suomi.fi Messages replace paper post

If you are already using Suomi.fi Messages, you will continue to receive decisions and letters electronically.

If you have not activated Suomi.fi Messages, the service will be activated for you when you log in to MyTax, Palkka.fi or the Incomes Register, for example, in early 2026. When you identify yourself, the service will automatically create an electronic mailbox for you in Suomi.fi Messages. The change applies to private individuals and self-employed individuals with a business name who are 18 or over.

Suomi.fi Messages is an e-service provided by the Digital and Population Data Services Agency for receiving official letters, decisions and invoices. In practice, you will receive post from the Tax Administration and many other authorities only in electronic format in future. You will no longer receive the same documents by paper post.

You can read the letters you have received in Suomi.fi Messages on the Suomi.fi mobile application or at suomi.fi/messages. You can find letters, decisions and other documents sent by the Tax Administration in MyTax; they will not be sent to Suomi.fi. You can find the documents in the Decisions and letters section on the Communication tab.

You will receive a message notifying you of any new letters if you have submitted your email address in Suomi.fi Messages or your email address or telephone number in MyTax. If you do not give your contact details for sending notifications, you must keep an eye on Suomi.fi Messages or MyTax yourself to notice when new letters arrive.

If you are not able to receive letters electronically

You will continue to receive letters from the Tax Administration and other authorities on paper if you do not use MyTax or identify yourself to other e-services in early 2026.

If you have been receiving Suomi.fi Messages but want to go back to paper post, you can do it by changing the setting in Suomi.fi Messages. However, if you have logged in to MyTax in early 2026, you will continue to receive the Tax Administration’s letters in electronic format. You can inform the Tax Administration in MyTax, for example, if you will no longer use MyTax. After that, you will also receive the Tax Administration’s letters and decisions on paper.

If you use MyTax but not Suomi.fi Messages

If you have disabled Suomi.fi Messages but log in to MyTax, electronic tax mail will be enabled for you. This means that you will receive all Tax Administration’s letters in MyTax only. If you submit your email address or telephone number, you will be notified of any new tax decisions, tax cards, information requests and other Tax Administration’s letters by email or by text message.

Please inform the Tax Administration if your circumstances change and you can no longer use MyTax or receive electronic tax mail.

Using MyTax on behalf of someone else

If you have the right or authorisation to use MyTax on behalf of someone else, you can request an email notification of letters arriving in MyTax for that person. You can receive notifications in the following situations:

  • You have the “Managing of tax affairs” authorisation and you are using MyTax on behalf of the authorising person.
  • You are a guardian of an underage child.
  • You are a private guardian or an attorney with a continuing power of attorney.

When you have the “Managing of tax affairs” authorisation and you receive e-notifications of the authorising person’s new tax mail, it has no effect on how the person themself receive the Tax Administration’s letters. The delivery method of personal tax mail turns from paper post to electronic delivery only when the authorising person logs in to MyTax and uses the service themself.

As an authorised person, you can inform the Tax Administration in MyTax that the person whose tax affairs you are managing does not use MyTax.

If the person has an agent recorded in the Tax Administration’s register of taxpayers, decisions and letters will be sent only to the agent, regardless of whether the person themself use MyTax.

Corporate taxpayers: Electronic tax mail replaces paper post

If electronic tax mail for companies has already been enabled, your company will continue to receive letters and decision electronically in MyTax.

As of early 2026, electronic tax mail will be enabled for all the following corporate taxpayers as they log in to MyTax:

  • corporate entities, such as limited liability companies, public sector organisations, associations and foundations
  • joint-benefit administrations
  • partnerships
  • decedent’s estates that have a Business ID and an agent with the Suomi.fi authorisation “Managing of tax affairs”.

In practice, electronic tax mail will be enabled when a person who is authorised to sign for the company or has the “Managing of tax affairs” authorisation logs in to MyTax and selects “Act on behalf of a company”.

It is important to submit an email address to which the Tax Administration can send a notification when new decisions or letters arrive in MyTax. If you do not submit contact details for notifications, you must keep an eye on MyTax yourself to notice when new letters arrive.

Letters sent by the Tax Administration are available in MyTax. You can find the documents in the Decisions and letters section on the Communication tab. You will no longer receive the same documents by paper post.

Further information

The above changes are based on pending general legislation relating to authorities and on supplementary special legislation relating to the Tax Administration. The objective is to improve the information security of official letters, ensure quick delivery of letters regardless of the recipient’s location, and collect all the important letters in one place.

The proposed legislative changes are scheduled to enter into force in early 2026.
