Car tax return on EU vehicle or diplomatic vehicle, instructions

This car tax return has to be filed when a diplomatic or EU vehicle has been exempted from tax and the taxpayer sells or transfer the vehicle to somebody else before the 3-year transfer restriction period has expired.

File the return by filling in Form 1203. For more information, go to Forms.

The tax decision will be sent to the address provided by the taxpayer.

When filling in the form, you can refer to the vehicle’s official documents, such as the vehicle’s foreign or Finnish registration certificate.

1 Taxpayer

Enter the name of the taxpayer or other party liable for the car tax. Usually tax liability falls on the party entered in the traffic register as the owner of the vehicle. In the hire purchase system, however, tax liability falls on the buyer entered in the register as the vehicle’s holder.

Personal ID or Business ID

Enter the taxpayer’s personal ID. If they do not have a Finnish personal ID, enter the date of birth. If the taxpayer is a legal person, enter the Business ID. Enter the Business ID in the format 1234567-8.

2 Representative (fill in if necessary)

If the taxpayer has authorised someone else to act as their representative, enter the representative’s name and personal ID. If the representative does not have a Finnish personal ID, enter their date of birth. If the representative is a legal person, enter the Business ID. Enter the Business ID in the format 1234567-8.

Note: If the representative signs the car tax return on the taxpayer’s behalf, enclose a power of attorney. However, no power of attorney is needed if the representative is a lawyer or a public legal adviser.

3 Vehicle

Select either EU office vehicle or diplomatic vehicle.

Vehicle identification number (VIN)

Enter the vehicle identification number. The VIN is a unique series of numbers and letters that is used to identify the vehicle.  

Enter the VIN in the same format as in the official documents. The VIN is normally made up of 17 characters and may contain special characters. The VINs of EU and EC type-approved vehicles usually do not have the letters o, i or q, because these may be easily mistaken for numbers. The letter and length limits do not apply to the VINs of other than EU and EC type-approved vehicles. Letters o, i and q may thus appear in the VINs of vehicles imported from the USA or Japan, for example.
