The development of the Incomes Register focuses on the accuracy of data and the reliability of the system

Key development areas for the planning period 2025–2028 include ensuring the accuracy of the Incomes Register data, technical development of the register and expanding the use of data.

Our goal is to ensure that the Incomes Register operates smoothly and efficiently and serves as a key data repository for supporting digitalisation and reducing the administrative burden in society.

Developing the accuracy of the Incomes Register data and its responsibilities

The Incomes Register Unit has launched a project in which the income earner is given the right to request the correction of their income data stored in the Incomes Register. After the changes, the Incomes Register Unit may, if necessary, correct the data and distribute the corrected data to the users of the data.

The project will be implemented in 2025–2026. The project is based on a report completed in 2024, which assessed the accuracy of the data, responsibilities and the procedures for correcting the earnings payment data.

Changes based on the report require legislative amendments that are already being processed by Parliament.

Technical development of the Incomes Register

Demand for services is expected to increase in the coming years, and the amount of data stored in the system will increase annually. The services are also required to be increasingly cost-effective. These demands require technological reforms.

We will implement technological reforms to ensure the reliability of the system, improve performance and respond to growing customer needs and the need for wider utilisation of data in the activities of different public authorities and organisations.

Development of API services

We develop service channels primarily through interface solutions so that services that use APIs offer our customer groups a primary and cost-effective way to use the Incomes Register.

We will also survey the use of artificial intelligence solutions to improve the efficiency of our activities and to improve data quality control.

Customer service development

In the Incomes Register Unit, we continuously invest in the quality and accessibility of customer service. In particular, we support our customers in introducing API services so that using the Incomes Register services would be as easy as possible.

We regularly monitor customer satisfaction and measure the quality of our service in the same manner as in the previous year. In 2024, we assessed the content, presentation and clarity of the advice provided by our customer service. Based on the results, the advisory services are of high quality, and the development targets are mainly related to small details.

In 2024, we updated the way our customer service is implemented and decided to discontinue the chat service. In the future, we will increasingly focus on a telephone service aimed at providing our taxpayers with expert support as smoothly and quickly as possible.

Incomes Register as part of the reform of the social security system

The social security system is undergoing a comprehensive reform (2020–2027) aimed to streamline the service system of social services.

We monitor the progress of the reform and assess the role of the Incomes Register as part of the reform.

Preparation of Incomes Register data archive solutions

As a rule, the Incomes Register data is stored for 10 years. After this period, the data is either destroyed or archived in accordance with the Archives Act.

During the planning period, we are preparing the archiving of the Incomes Register data to the National Archives, which provides an electronic archiving and long-term preservation service.

Continuous development based on needs

We conduct surveys and assess the needs to enable more extensive utilisation of the Incomes Register data for different public authorities and organisations in their activities. We work closely with stakeholders and taxpayers in this development work.

We actively monitor the policies and legislative amendments of the Government Programme that may affect the activities of the Incomes Register and its development.
