Read the technical instructions: the responsibility of the Incomes Register for the accuracy of data will be extended in 2027

11/26/2025

A change in the law that will enter into force in 2027, will give income earners the right to challenge the accuracy of the Incomes Register’s data about them.

We have published technical instructions on the subject in October and November. The changes particularly concern the technical instructions for the data user. There have also been additions to the technical instructions for payers, but these changes are minor.

Over the next year, organisations using data from the Incomes Register will need to ensure that they have the capacity to receive and process a dispute indication in their systems.

The dispute indication is automatically distributed to the data users and cannot be refused. We will organise training for data users on this topic during next year. The first training sessions will take place right at the beginning of the year.

The technical instructions describe how the dispute indication will be technically implemented

The instructions will help your software supplier to make the necessary changes your software.

The current estimate is that the changes will be published for testing in the Incomes Register testing environment in May 2026.

The payer must continue to correct the data they have reported to the Incomes Register

The payer is still responsible for the information they submit to the Incomes Register.

The payer must correct any errors in the data they have provided. If the payer does not correct the data, the Incomes Register may make a correction to it at the request of the income earner.

The Incomes Register will also be given the power to impose a penalty, for example if the payer fails to submit or correct the required report.
