We are developing the Positive credit register in cooperation with our customers. We process feedback, requests for changes and recommendations in order to develop a Positive credit register.
We listen to customers
We listen to our customers in many ways. That way, we ensure that the views of both small and large organisations are considered.
In order to develop a Positive credit register, the Incomes Register Unit, in cooperation with its customers, has appointed a reference group to support the further development and operation of the Positive credit register. The group can also discuss options for the technical and functional creation and development of the register, within the limits of legislation.
We also work actively with our stakeholders to improve the register. In addition, we use continuous feedback channels and customer experience surveys to support development.
From a development idea to implementation
We ask our stakeholders for development ideas, for example through customer surveys. You can also send us requests for changes and suggestions for improvements on our feedback- or contact forms.
If a development proposal received from customers is small and can be implemented within the scope of existing legislation, we will refer the request to the register’s change management team for evaluation. In change management, we address:
- change requests from customers
- areas for development that we have identified ourselves
- necessary changes to the operation of the credit register resulting from legislation.
In our assessment, we pay attention to the feasibility of the proposals, their impact and their conformity to the law. Where appropriate, we seek further information or input from our stakeholders on the issues at hand. We then select the changes to be made and start implementing them. We communicate the changes to those customers affected by the changes. We communicate any changes affecting interfaces six months before introducing them to production.
Notifiers of credit information and data users also have the opportunity to test the new features in the Positive credit register's testing environment before we introduce them to production.
Ministry preparing major developments
The Incomes Register Unit is responsible for maintaining and developing the Positive credit register on the basis of the legislation in force and within the available budget.
The broader lines of the further development of the register require project work, funding and legislative work. Such matters are the responsibility of the Ministry of Justice and the Ministry of Finance. The ministries prepare possible changes and targets of development in line with the Government Programme.
It is therefore not up to the Incomes Register Unit to decide independently on the implementation of such development ideas. The implementation of development ideas always requires a positive funding decision to ensure that our normal operations are not jeopardised. Development work may increase the financial or staffing needs of our permanent activities, which must also be safeguarded. In order to start preparations, there must also be the political will to start the necessary legislative work.
The Positive credit register is supported by a reference group of our key stakeholders.
The reference group supports the further development of the register, production and further development work. The group mediates between our key stakeholders and us on practical issues related to the implementation, development and production of the register.

We may also ask the group for its views on the operating practices and timing of our stakeholder cooperation.
Our stakeholders include lenders, debt collection agencies, credit information companies and public authorities that use the data in the register. We engage with stakeholders on a daily basis.
We organise regular meetings every two months. At the meetings, we discuss the production situation, common operating methods, prospects for development and customer feedback, among other things. We also organise meetings with individual stakeholders, if necessary, in a separately agreed format.

We collect continuous feedback on the functioning of the register. We collect feedback through our telephone service and when resolving various service requests. You can also give feedback on the feedback form on our website.
We process feedback on a regular basis, and viable suggestions are passed on to the register's change management team for evaluation to determine the feasibility of their implementation.
We also collect information on the experience of using the register through a customer experience survey. We send out a survey once a year. By responding to the survey, customers are able to assess, among other things, the ease of use of the register, its reliability and our customer service.
Major developments for the 2025–2028 framework period
Credit related to private business
The content of the Positive credit register will be extended to include all credit related to private business.
In the first phase, consumer credit and similar kinds of loans are being reported to the register. In the second phase, lenders will also register credit granted to individuals other than consumers, such as credit granted to sole traders. These credits will be entered into the register from 1 December 2025.
Housing company loan data per shareholder
The inclusion of data on housing company loans in the Positive credit register has been considered of paramount importance, as housing company loans are an essential part of household indebtedness. Information on these loans is therefore important to prevent over-indebtedness. The data is also essential for the analysis and monitoring of financial stability and credit markets.
In practice, this extension will proceed in such a way that the data on the debt shares of housing company loans per shareholder stored in the Residential and Commercial Property Information System will be transferred to the Positive credit register. The National Land Survey of Finland is currently working on a related project. Our aim is to build a Positive credit register with the capacity to receive information on housing company loan data and to store the data in the register’s database. In addition, we will enrich the data provided to lenders to include data on housing company loans.
Housing company loan data will also be added to the distribution to public authorities and to the e-service for individuals.
The timetable for implementation will be confirmed in the context of the ongoing legislative process.
Communication of credit arrears data to the consumer
The EU Consumer Credit Directive will enter into force at the end of 2026, and will also bring changes to national legislation. These changes will also be reflected in the Positive credit register. The aim is to create functionality in the register whereby the data controller informs the consumer of the payment information concerning him/her that has been entered in the register.
The directive will enter into force at the end of 2026.
