The period of signing up as a data notifier for the second stage of the register has ended; 167 lenders signed up
11/3/2025The time to start reporting loans included in the second stage of the Positive credit register is approaching fast: on 1 December 2025, lenders start reporting loans granted to natural persons other than consumers. Before that, however, lenders with the reporting obligation were required to sign up for the register.
Lenders were requested to sign up as data notifiers for the Positive credit register between 1 August and 31 October 2025. During the period, altogether 167 lenders signed up. Of these, 141 have already been reporting consumer credits and loans comparable to them to the register. The number of totally new data notifiers is 26.
What should lenders do if they failed to sign up?
If you did not sign up during the sign-up period although you are obliged to report second-stage loans to the register, do as follows:
Sign up as a data notifier in the e-service for organisations without delay.
- In order to sign up in the e-service, you will need a Finnish Business ID.
- In addition, your representative must be able to identify themself in the Suomi.fi service using strong identification.
If you cannot use the e-service, you can sign up on a paper form.
- If you use the paper form, you will need to have the right to sign for the organisation or an appropriate authorisation.
- You can request the paper form from the Positive credit register's customer service or by filling in the contact form.
Please note that the obligation to sign up also applies to lenders that have previously signed up as notifiers of consumer credit data if they also have loans reportable in the second stage in their credit stock.

Lenders, remember to apply for a data permission in time
You can use data on second-stage loans in non-consumer lending as of 1 April 2026. To do this, you will need a data permission. Apply for a data permission primarily in the Positive credit register’s e-service.
- If you cannot use the e-service, you can request a data permission on a paper form. You can request the paper form from the Positive credit register's customer service or by filling in the contact form.
We urge you to apply for a data permission in good time as the service may become congested from time to time.
- Note that the data on loans granted to natural persons other than consumers can be used in consumer lending as soon as the reporting begins, i.e. starting on 1 December 2025.
- For consumer lending, you do not need a new data permission or changes to your data permission.
