Lender – remember to sign up as a notifier of second-stage loan data by 31 October 2025
10/8/2025Lenders will report second-stage loans, such as loans granted to business name entrepreneurs, to the Positive credit register starting 1 December 2025. In order that they could report these loans to the register, they must sign up as notifiers of second-stage data. The sign-up period ends on 31 October 2025.
The second stage of the Positive credit register is progressing on schedule. In the second stage, data on loans granted to natural persons other than consumers is also reported to the register. These loans include business loans granted to business name entrepreneurs, and loans granted to agricultural and forestry operators. The reporting of the loans begins on 1 December 2025. To be able to start reporting, lenders must sign up as data notifiers by 31 October 2025.
How to sign up
Sign up as a data notifier in the e-service for organisations. Please note that the obligation to sign up also applies if the lender has already signed up as a notifier of consumer credit data but also has loans reportable in the second stage in its credit stock. In order that you could sign up as a data notifier in the register's e-service, you must have a Finnish Business ID. In addition, the organisation's representative must be able to identify themself in the Suomi.fi service using strong identification.
If you cannot use the e-service, you can sign up using a paper form. If you use the paper form, note that you will need the right to sign for the organisation or an appropriate authorisation.

The instructions on how to sign up contain detailed information on signing up. Study the instructions carefully well in advance to ensure a smooth sign-up process.
Who can sign up?
An individual representating an organisation and having any of the official roles that are listed below and recorded in the Trade Register or the Business Information System (BIS) can sign up the organisation as a data notifier:
- managing director
- managing director’s substitute
- chairperson of the board
- general partner (limited partnership)
- partner (general partnership)
- business operator
- holder of procuration authorised to sign alone.
If the organisation wants to authorise someone else than a representative mentioned above to act on its behalf in the e-service, it must grant the person a Suomi.fi authorisation. The mandate code for the required authorisation is ‘Registration as a notifier and user of credit data’. The authorisation can be granted in the e-Authorizations service on Suomi.fi.
Also apply for a data permission in good time
Data on second-stage loans can be used in non-consumer lending as of 1 April 2026. To do this, you will need a data permission. Data permissions are requested primarily in the Positive credit register’s e-service. If you cannot use the e-service, you can request a data permission by filling in a paper form. You can request the paper form from the Positive credit register's customer service or by filling in the contact form.
It is advisable to apply for a data permission in good time as the service may be congested from time to time.
- Note that the data on loans granted to natural persons other than consumers can be used in consumer lending as soon as the reporting of such loans begins, i.e. starting 1 December 2025. For consumer lending, you do not need a new data permission or changes to your data permission.
