Lenders can now report second-stage loans to the register and use the loan data in consumer lending. The reporting will continue until 31 March 2026. Read more in the news article.

The e-service and credit register extracts will include loans granted to business name entrepreneurs for their business activities and loans granted to agricultral and forestry operators.

Stakeholder testing for the second stage of the register

The content of the Positive credit register will be expanded in the second stage of the register. In future, data on loans granted to natural persons other than consumers will also be included in the register. Read more about the second stage of the register.

Lenders and other operators using the register must have sofware including features that allow them to use API solutions to report data to the register and, if necessary, to request data from the register. It is advisable to perform stakeholder testing to test the operation of the software in good time before the rollout. Read more about the documentation of the second stage.

It is important for both new users of the register and operators already using the register to participate in the stakeholder testing of the register’s second stage.

Stakeholder testing allows you to make sure that you can both report data to the register and request and receive credit register extracts in the API. You are advised to plan your testing and to actually start testing as soon as possible.

What stakeholder testing means for different operators

If you are a lender starting to use the register in the second stage, perform stakeholder testing to make sure you can

  • report loan data to the register
  • correct data
  • request and receive credit register extracts.

Sign up for testing by filling in the stakeholder testing start notification. You can fill in the start notification immediately, even if you do not start testing until later.

  • Fill in the testing start notification, and read and accept the terms of use in the start notification.
  • After filling in the start notification, you will receive artificial customer IDs for use in testing, i.e. an artificial lender's Business ID and name, and artificial borrower's personal IDs and Business IDs.
  • The contact persons for testing specified in the start notification will receive an invitation to the testing certificate section of the certificate service.

Your technical contact person will receive information needed to retrieve the testing certificate. The certificate must be retrieved within 14 days. If necessary, you can later request a new certificate in the testing certificate section of the certificate service.

If you started reporting loans to the register in the first stage, perform stakeholder testing to make sure you can

  • report second-stage loans if your organisation’s reporting obligation expands to credits reportable in the second stage
  • still report first-stage loans.

If you are already using the register’s data, perform stakeholder testing to make sure you can

  • request credit register extracts for the new purposes of use if your organisation intends to use them
  • receive credit register extracts containing business loan data, such as a business operator’s Business ID and name.

Fill in the testing start notification even if your organisation has participated in the stakeholder testing of the register’s first stage. In this way, we can make sure you will receive all the information needed for testing the register’s second stage.

  • Fill in the testing start notification, and read and accept the terms of use in the start notification.
  • You will be notified of the test IDs previously provided for your organisation, and you will also receive new artificial borrower's Business IDs.
  • You can use the certificate and test IDs you have received earlier.
  • New contact persons will receive an invitation to the testing certificate section of the certificate service, where new testing certificates can be requested, if necessary.

Note the following:

  • The same test customer IDs and testing certificates work in both stakeholder testing environments.
  • Income data (if any) is also the same in both testing environments.

Loan data from the first-stage testing environment is not available in the second-stage environment.



Second-stage stakeholder testing environment

The Positive credit register has two different stakeholder testing environments with different API addresses. Make sure you test in the correct environment, i.e. use the correct API address.

Stakeholder testing according to the API descriptions applicable in the second stage is performed in the second-stage testing environment. The names of the second-stage API addresses include number 2: for example, https://api-testi2.positiivinenluottotietorekisteri.fi/.
